HazMat Coordinator/Trainer - Full-time

Overall Responsibilities
To provide for the coordination of emergency service efforts to mitigate an accident involving hazardous materials in order to prevent a public health and/or environmental impact to the community. Coordinate Hazmat training, and other Public safety Training Courses, provide technical support to DPS staff and partners, and support community environmental justice initiatives in Armstrong County.
Duties include but are not limited to:
Coordinates the response to, recovery from, and remediation of hazardous materials incidents in conjunction with the emergency service providers, the shipper or the owner of the facility, the contracted HazMat response/remediation vendor, commonwealth agencies, and federal agencies; coordinates and teaches Public safety and other HazMat, Confined space, Chemical and First responder courses; ensures that equipment and supplies are maintained, updated and prepared for response; participates in Hosteam and LEPC and Region 13 responses and  meetings as appropriate; coordinates with DPS staff and partners to expand outreach and education programs to meet the need of a diverse workforce and diverse industries in the region; determines priorities in conformance with County goals; develops and implements Hazardous Material Off-Site Response Plans for each facility in the County which stores or manufactures hazardous substances; implements prerequisites to SARA Title III, Commonwealth of PA Act 1990-165; prepares reports, recommendations and other information related to Act 1990-165.

Minimum Qualifications: 
A. EDUCATION/TRAINING:
Associates Degrees in science or related field as well as certificate in Hazardous Materials Operations.  Must have a valid PA Driver’s License and be able to lift and carry equipment/objects with a maximum weight of 50 pounds over uneven or rough terrain.
B. WORK EXPERIENCE:
 2 years’ minimum working experience in emergency planning/operations, or any acceptable combination of experience and training.  Documentation of instructional experience as a fire service instructor, EMS instructor, police instructor, or military trainer.
