Chief Assessor - Full-time

Kittanning, PA
This is a full-time position at $42,997.50 per year, 8 AM to 4:30 PM, M - F.

Overall Responsibilities:       

To evaluate all County real estate/property, to determine a tax value on land, buildings and improvements, and to transfer ownership of properties in accordance with applicable state and county regulations.
 
Duties include, but are not limited to:
Supervises staff, assigns and reviews work and handles all related personnel issues; develops annual budget and oversees all expenditures within department; assesses, analyzes and evaluates property, changes or appeals on property and assures records are recorded in books; provides real estate tax base figures and statistics to determine how much revenue is generated from real estate and per capita; conducts assessments on major commercial and industrial properties; answers questions and resolves problems regarding real estate and valuations to property owners and general public; represents County at all assessment appeal hearings in local/state courts; maintains accurate records, new construction, tax base and other assessment information as required and assures required reports are completed in timely manner; interacts with external companies, agencies, staff and internal County and state departments and offices.

Minimum Qualifications:

EDUCATION/TRAINING:
Degree in Public Administration or related field preferred.  Must possess Certified PA Evaluation License certification from State Bureau of Professional and Occupation Offices and remain current every 2 years.
WORK EXPERIENCE:
3 years experience in appraisal of real property for tax purposes, real estate, and assessment principles, or any acceptable combination of experience and training.
LICENSES REQUIRED:
1.      C.P.E., Certified Pennsylvania Evaluator.  Must maintain license and fulfill mandatory education courses required and approved by Pennsylvania Real Estate Commission.
2.         Must have valid driver's license.
